Unfortunately that is not possible. The plugin can link to the CSV file based on it’s contents, but retrieving structured information from a file and link to that is way beyond it’s capabilities. I usually suggest an alternative solution/plugin, but I very highly doubt that there is any plugin on the market capable of this (due to the specificity of the issue), so probably custom coding is the only option. For custom jobs I usually recommend these guys, they are a dedicated team directly working on WordPress projects only.
