How do I set it up so that when I select one taxonomy and search for it with no keywords entered, it will show posts about that taxonomy?

Can you please add temporary FTP and back-end access? There is very likely a misconfiguration somewhere else. I will log-in and check your configuration to see if there is anything there.

I think I found the problem. I believe that is search ID=3 on that page. If you check the settings, then no post types are selected for search, so there are no results: https://i.imgur.com/ngPxNr3.png

If you select the post types, it should start working.
