I created a basic search and drag in the proper taxonomy to include and also created the filter dropdown checkbox list of categories and cities. I can type a keyword and get a result of dropdown items but when I click on a category or a city to test if the filter will filter out items, the results make no difference. For example, if I checkox a city that I know my list of items is not located in, it will still list the items that do not belong in the selected city that I have checkbox. How do I properly activate the filters?

Thank you for the details, it helps a lot!
The most likely cause is that the plugin might be showing items, which have not been assigned to any city. By default these are not excluded. Try turning off this option, that should get rid off items not assigned to any taxonomy.
