Is the search set up to return product categories as results, or products as results?
That exclusion is to exclude products, that does belong to the selected categories.
If you have product categories as results (set under the General Options -> Sources 2 panel), then these categories have to be excluded there: https://i.imgur.com/Y9nNpCn.png
