I assume you are reffering to a block layout, where the settings show below the results box. In that case, using the settings and results shorcodes is an option, or you can use the shortcode generator as well. The shortcode you are looking for is something like this:
[wd_asp elements='search,settings,results' ratio='100%,100%,100%' id=1]
If you are reffering to a hover layout, and you need to display the settings over the results, like so, then make sure that the settings z-index is set to a higher value as the results here: https://i.imgur.com/A12ro1J.png
