I uploaded and indexed the document on my local XAMPP environment, and it seems to be working okay, I did a few test searches:

The PDF is then okay, that is good news. Now the problem is either with the server not being able to run the indexing script, or there is something wrong with the search configuration.
Could you please create a new search instance, and only enable the search in attachments option, and change nothing else: https://i.imgur.com/1iaLwsm.png
Then do a few test phrases to see if the files are returned. If so, then there is only a configuration related issue with the other search bar.
