I have got problems with the snippet you had provided. It does not work properly anymore.
For example, the character “ā” is not replaced with “a” !
Any comment would be appreciated.

Hi,
Have you changed your theme recently, or anything similar?
I just double checked the code, and the hooks it refers to are still existing, nothing has changed. I have also conducted a quick test by adding a new item to the index table with those chracters.
Are you sure that the index table is enabled?
