While you can’t change the direction, you can use the results shortcode to control the results position: https://goo.gl/6JBWiM
So you can basically place the results shortcode above the search bar to be displayed there.
In your case, I rather suggest turning off the effect that scrolls to the results, as the top bar is in a fixed position and hovers over the page. You can turn that off on the Layout Options -> Results behavior panel: http://i.imgur.com/CctfJr1.png
